"We understand that all parties to the MOU are under financial constraints at this time, and are trying their best to work together to ensure the public has safe access to justice at the courthouse," stated a letter from attorneys representing the Judicial Council of California and Humboldt County Superior Court. "The purpose of this letter is to initiate, as soon as possible, the process of mandatory mediation under the MOU."
